DETAILS
Learn how to interpret confusing FIRM and FIS data to confidently and defensibly determine a BFE.

Topics
  • Review the regulatory requirements and context for determining a base flood elevation (BFE) to the tenth of a foot rather than a whole number, including insurance and permitting implications of using a whole number only.
  • Provide an in-depth review of how to determine the BFE from the Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS), for areas of coastal, riverine, and lacustrine (lake/ponding) flooding.
  • Review methods of BFE interpolation for locations between those identified on the FIRM and in the FIS.
  • Review specific examples from the FIRM/FIS for the host community and surrounding municipalities.
  • Examine the FIRM/FIS for the host community and surrounding municipalities, to identify gaps in the detailed data, and reach a class consensus on the appropriate BFE for certain locations.

Objectives

  • Understand the need for tenth of a foot BFE accuracy.
  • Learn how to use the FIRM and FIS together to determine more-accurate property-specific BFEs.
  • Learn to correlate and interpret coastal transects and tables, cross sections and profiles, floodway data tables, and stillwater elevation tables from the FIRM and FIS.
  • Learn to identify missing data in the FIS, and make an educated determination of the BFE for proper floodplain management.
  • Reach consensus for adjacent municipalities on BFEs for shared floodplains.
