DETAILS
The North Carolina Division of Emergency Management Floodplain Management staff will provide training on both the basic roles/duties of a floodplain administrator as well as the regulatory context of the NFIP regulations (to include discussion of the Elevation Certificate), to allow for the safe development in floodplains. The workshops are recommended for new and experienced floodplain managers to review important floodplain management issues and to learn about modifications to the National Flood Insurance Program.

Attendance at one of the workshops by at least one representative from each community is advised to assure that your community is administering your Flood Damage Prevention Ordinance in compliance with the NFIP standards. Developed and real-life scenarios will be examined, and exercises will be conducted to increase floodplain administrators understanding of the rules and regulations and recognize when and how to apply them. Planners, building inspectors, zoning officials, elected officials, or other interested parties are encouraged to attend.

The course is designed to provide in-depth training and generate class discussions on topics in greater detail than a basic course. Particular modules provided for this location is: Note: Other topics will be added prior to the workshops. Our goal is to provide participants with the latest information available for floodplain management.

Floodplain Administrator Guidance: This presentation will discuss how to be a proactive FPA. Real time scenarios will be used to inform current FPAs of ways which may assist them to disseminate information to their customers.

Roundtable Discussion: Various topics will be discussed by all present as to the most appropriate way to handle a particular floodplain issue. Topics will include Non-Compliance Issues: What are the best ways to handle them and when should we get the state involved? Technical Assistance: Who at the state does what and who the best contacts are for the different things that we need help with?

Flood Risk Information System: This presentation will discuss and demonstrate the Flood Risk Information System and include practical use of the tool and various exercises using the tool. It will be beneficial for students to have their computers to practice their skills for both applications if possible.
