Legislative and Policy Priorities for Calendar Year 2024

As we enter an election year with a divided Congress, divergent party priorities, and numerous outstanding issues, only legislation with strong bipartisan and bicameral support will make it through the full legislative process. The election year also means a compressed legislative calendar as Congress takes additional time for campaigning. While both the House and Senate have introduced legislation to address the reauthorization of the National Flood Insurance Program and other flood-related issues, the Senate remains the best chance for success in progressing legislation. Therefore, strengthening current — and establishing new — relationships with Senate offices and staff is a priority for the association this year.

With that in mind, the ASFPM Policy Team has set the following priorities for the remainder of the 118th Congress and in working with federal agencies:
