Job Description

This is professional work coordinating the County’s participation in the National Flood Insurance Program (NFIP) Community Rating System (CRS) Program and supporting County FEMA Flood Insurance Rate Map (FIRM) public education.

Overall CRS Program Support

Oversees implementation of credited activities to maintain CRS classification, and advises FEMA and its ISO/CRS Specialist of activity modifications. Cooperates with the ISO/CRS Specialist and the verification procedures for annual recertification. Maintains CRS activity records until they are reviewed at a verification visit. Ensures flood protection projects and drainage system maintenance activities are compliant with federal environmental and historic preservation requirements. Participates in the cycle verification process.

Public Education and Outreach

Develops presentations, outreach and distribution of public information. Develops educational programs and multi-media material for commercial and residential property owners, realtors, mortgage lenders, insurance agents, etc. for appropriate CRS/flood protection and mitigation topics and activities. Public presentation. Responds to media and citizen requests relating to CRS Program and flood insurance/mapping questions. Conducts residential and commercial site visits to discuss drainage issues and flood mitigation options.

Grant Preparation, Reporting and Tracking

Monitors availability of state and federal grants; interviews potential citizens interested in funding for flood mitigation; establishes needs and coordinates and determines applicability, assures county qualifies to makes application. Provides expertise for project management activities, progress, and compliance; prepares complex reports, Board memos, other financial documents as required. Independently monitors and provides for quarterly reporting, legal inquiries, and retention for audit purposes.

Legislation

Monitors national and state legislative and insurance updates for FEMA’s National Flood Insurance Program (44 CFR) and the Community Rating System. Provides comment and overview as it relates to cost and availability of flood insurance.

Inter-Agency Coordination/Regulatory

Provides education and support for development and reporting efforts related to the CRS program. Works with local, regional, state, and federal agencies to ensure coordination of the County’s Local Mitigation Strategy, grants and overall CRS Program.

Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m. with some evening and weekend presentations or public appearances.

Qualifications

Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Public Administration, Business, or other related field and two (2) years professional experience. Progressively responsible related professional experience can substitute on a year-for-year basis for the required degree. Registration as a Florida Certified Floodplain Manager (CFM).

Preferred Qualifications: Knowledge of FEMA’s National Flood Insurance Program, Community Rating System and Hazard Mitigation Grant Program; flood mitigation techniques and applications; elevation certificates; risk map revisions; letters of map change; knowledge of flood insurance, Florida Building Code and general construction/development regulations; technical document review; public speaking; GIS (ArcMap).
